Ads vs a site
Ads without a website are a leaky bucket.
Google will take your money to send people somewhere. If “somewhere” is a Facebook page, a Google Business Profile, or a phone number with no URL, some of those clicks bounce before they can call. That is not a branding problem. That is a missing landing pad.

We will not promise ads will “convert at 12%” if you hire us. We will not run the campaign. If someone is bundling “website + ads + #1 Google” for one price, they are selling a hope. Title, meta, Open Graph are in our job. A ranking retainer is not. Basic SEO is tags.
Build the pad first
